Notifications need some updates:

a timeout that dismisses them after a while;
the dismiss button should be smaller of have the same size of the main action button;
for artifacts, the main action button should propose to open the artifact in a new dockview tab, consider adding a button to open as a separate browser popup window, as it is now.

Additionally, consider adding notifications for newly opened ports by agents, allowing approval directly from the notification and, once approved, to directly open the url (related to #121).
